What do Visa, Mastercard and American Express mean here?

They are the card networks, the logo printed on your card. Most Sri Lankan banks issue Visa and Mastercard; American Express is issued only by Nations Trust Bank. An offer appears under every network the bank honours it on.

Do these work with a debit card?

Some do. Each offer says which card types it covers, and many banks give a smaller discount on debit than on credit for the same offer, which is why the bank's own wording is shown in full.

Why keep offers that have ended?

So you can check one you remember. An offer disappearing from a bank's page is the only signal it has been withdrawn, and knowing a deal has ended is as useful as knowing one is running.
